I don't use the ecs tts and vr, but I use the same Microsoft speech api to
give me tts and vr capability.  My P133 running NT4 SP3 speaks and hears
just fine.  But, it has 80 meg ram.  I have found that ram can be just as
important as processor speed where tts is concerned.  You may want to try
more ram if you have 32 meg or less.
