What you could do is to dedicate a channel to homevision using a
modulator, and have all your TV's switch their PIP to that channel when
something needs to be displayed.  Of course, all your TVs must then have
PIP capabilities with second tuners, but you can always run the video
out to those that have PIP, but only a single tuner.

I know you're looking for an overlay, but that just can't be done unless
you only use a single tuner like Kevin states.
