Scott,
I guess I don't understand the problem.
I just created such a group and GROUP-MAX Item.
When I start a session, this Item goes to
ACTIVE (which matches the maximum State).
Are you saying that you see an Item in this Group
that is ACTIVE while the GROUP-MAXIMUM Item is NOT ?
BTW, you can put this Item in the Group in question
(ECS ignores it).
