You might be interested in looking at Blade Encoder by Tord Jansson
(http://hem.bredband.net/tord/). It's completely free, and is considered by
most to be the highest quality encoder available. I don't remember what the
minimum bitrate is that you can send as a WAV file to get converted, so
you'll have to experiment. There is both a command line and a DLL version of
the application available. Many folks have created nice GUI front-ends to
it. I use this encoder, myself, and think it is excellent.
