Mark,

What version of Netscape are you using? In the later versions, the menu
item you are looking for is Edit...Preferences. Then, expand the menu
under "Mail and Newsgroups." Finally, click on "Messages." The very
first item on the page says "By default, forward messages:" and there is
a drop-down menu from which you are to choose. Mine is set to "Quoted."
