Tom,
Phone-interface-c (or the lack of it) is unrelated,
as ECS is using Win to connect to your ISP
(via whatever modem is assigned for this task).
From a DOS prompt, try manually executing one of the
"WPDL" lines from TVLDL.BAT. It may be that your Win/Internet
settings are not setup to connect automatically.
