I would be interested in helping out with this also.
In my humble opinion, here are some minimum requirements:
+ support two phone lines (at a minimum, but I think more than 2 might be to
expensive)
+ must use an industry standard type card, Dialogic (Proline 2V: Used
$300/New $445), Rhetorex (now Lucent), etc.  I would hate to see us all
invest time & money in an obscure card from a single source, and then have
that small company disappear or drop the card.
+ no need for modem support, use a regular modem/cable/dsl modem for
internet access
+ fax support would be nice, but not required, use a regular fax-modem if
needed
+ ECS would still support voice modems for entry-level users
+ must support Caller ID, preferably with Call Waiting Caller ID
+ pulse detection (versus tone) is not required
+ must be PCI (or USB?), not ISA card
+ must work with NT and/or Win2K
