ACE uses the Windows API function called ExitWindowsEX, which is in
user32.dll.  Someone mentioned that the function SHExitWindowsEX should be
used, which is in shell32.dll.  The ExitWindowsEX function sends a
WM_QUERYENDSESSION message to all running programs.  Maybe ECS responds to
this message with a value that indicates it can not be shut down??  Mark?

I will read up on the SH version of this function and see what the
differences are.  Has anyone determined that the SH version works and that
ACE-WS does not?  It appears that the SH version of this function is
slightly different.  If it works, I can add it to ACE-WS.

It also appears that the SH version allows a FORCED reboot, while the
version used in ACE-WS does not (only allows a forced logoff or forced
shutdown).
