Problem with 4.2.008 and phone-interface-c

Mark,

As you may recall I reported a problem to you that I was having with
phone-interface-c when all the TVL stuff was in beta. I sent you debug
files and you felt that the issue was likely to be on my end. I have
continued to have issues despite trying a number of remedies. Here is the
issue and what I have learned:

First, a section from ecs.log:

0049 O 01/17 9:50 AM:Call from Dr Koechley's office at 406-9441
004a O 01/17 9:50 AM:Answer already active (Item "Phone: Answer")
004b O 01/17 4:08 PM:Call from Out-of-area
004c O 01/17 4:09 PM:Answer already active (Item "Phone: answ. who ru")
004d N 01/17 7:00 PM:Modem busy (Item "Phone-interface-C")
004e N 01/17 7:00 PM:Modem busy (Item "Phone-interface-C")

When the problem starts I still get announcements for who is calling, but
not messages can be recorded (see first two examples). Eventually
phone-interface-c stops all together and I don't even get announcements.

My phone-interface-c item does not respond (when this happens) to RESET.
I have tried two different modems (the approved Zoom 14.4's) in two
different slots.
Other than switching modems I have made no hardware changes in nearly a
year.
Only ECS, ACE server and the radmin program run on this system.
Running W98, first edition.
Typically I simply reboot the computer to fix the issue. Tonight I did it a
little different. I shut ECS down, then tried using the modem with
HyperTerminal. HT could use the modem just fine. Next time I have the
issue I will try setting phone-interface-c to "disconnected" in ECS, rather
than shutting ECS down.
