if you're willing to install a perl interpreter and an extra library (not too difficult
to do...) i can give you a script that'll monitor a directory and tell you when an 
update (or a new file) is made in the directory. windows has a thing called a "change
notification" that you can set to watch a directory... unfortunately, it'll 
only tell you that it saw a change and won't give you any info about the change...

of course, this is an external program... you'd have to get the info back into ECS...
