You should write back thanking him for his kind offer of a free Hooked on
Phonics. As a representative of a business he made an offer. If you
accept the offer he's legally obliged to carry through with it. In this
case you could easily argue that you thought it was their way of making up
for the hassle.
Here's your chance to get even for all the crap they've put you through.
