I have an event within ECS that updates all ACE monitored items once every
30 minutes during the normal household "awake" times (0700-2315).  That's
really a pain since ACE client "locks" up when receiving item
updates.....but that's an ACE issue, not an ECS issue.

BTW, why do you have ECS send the "current" state before sending the "new"
state??  Seems like needless traffic/delay to me?
