Leviton makes a device specifically for this type of problem in apartments.
You can see the specs in Adobe Acrobat at

Look for the Multi-Phase blocking coupler, Leviton Cat # 6284. It handles
120/240v @ 200 amps.
"The ... 6284 ... is ideal for use in apartment buildings, condominiums,
attached-unit dwellings...sharing the same side of the electrical
transformer to keep extraneous electrical noise and signals from entering or
leaving the DHC network."
Of course DHC is Decora Home Controls which is Leviton's name for X10.
