192 MB is meaningless in this context. Microsoft touts Windows 95 and 98 as 
32-bit operating systems, but they are really beefed-up 16-bit Windows 3.x. 
And as such, they have a couple of serious legacy restrictions. One of them 
is that the the internal data structures for all windows, buttons, etc. are 
stored in 16-bit data segments which are limited to 64kB each, regardless 
of how much memory you have (I believe Windows uses a total of four such 
segments, so the actual limit is 256kB).

The reason ECS' closing frees up so many resources is that it uses a lot of 
controls for it's groups.
