Hi Steve!
Yes - I too have ECS automatically answer o-o-a calls on the first ring.
Unfortunately, some of those calls are real calls that I would prefer to get
through. Otherwise I have to call them back on my nickel! :)
What I am trying to accomplish is to not have any indication a call has
actually come in -- no ring, no ECS announcement, nothing -- until after the
caller has heard the "No Solicitors" message, and hit the key to continue.
Then, the phones can ring and ECS can announce the caller ID info.

What I do is have my computer make an announment saying "Sales call. Allow
me to answer it". He then picks up, plays the no solicitation message and
hangs up. It's all based on the out of area caller ID.
