This is probably not the solution you're looking for, but I have a
telephone that will do almost exactly what you describe. The only part
that probably won't work is the ringing of all the phones in the house.
I've never tried it, but I'm pretty sure it will ring just the one phone.
Anyway, it's a Meridian 9516, manufactured by Nortel. I bought a Sprint
branded version from Radio Shack. (With the discount I got for opening a
charge account their price was by far the cheapest on this phone.) The
feature you'd want to use is called Automated Attendant. The manual has an
example that's a bit more elaborate, but not that far off from what you've
described.
