I didn't specify restore directory, I downloaded the full 4.3.004 install.
The BMP and ICO files are in the ICON folder in ECS, but the corresponding
JPG files are not on the hard drive at all (I did a full search).

When you unzipped, did you specify the "restore directory" option ?
If not, the *.JPG/*.BMP/*.ICO files would have been placed in
\ECS (instead of ECS\ICONS).
Correct via:
MOVE *.JPG .\ICONS
etc
