OK, This helped. I can now see my states in the right frame. However I
can not make a change to the states. It just beeps at me. Anyone got any
suggestions. It seems to work fine in Netscape.

Well, though I am inserting every NO-CACHE command under
the sun into the web pages, IE STILL insists on using
cached copies (my approach worked with a local connection,
but NOT at a remote connection).
So please restore this setup (sorry for any confusion):
For Internet Explorer (IE):
Click TOOLS.
Click INTERNET OPTIONS.
Click TEMPORARY INTERNET FILES.
Click SETTINGS.
Under "Check for newer version of stored pages",
select EVERY VISIT TO THE PAGE.
Click OK.
Click OK.
