The only thing that shows up in the message log is:
xx:xx AM: Call from Joe Blow at 123-456-7890
xx:xx AM: Phone Msg #xxxxxx from Joe Blow at 123-456-7890 - Time limit
reached
No error is reported on playback - I've attached a wave file of one of the
"messages."
I haven't made any changes to the Phone Service from EXAMPLE.CFG in terms of
taking calls, recording messages, etc. I've only changed the delivery of
the messages.

I have NO idea what could cause this.
Are we SURE that ECS has logged no error msg ? Check LOG.
And are we also SURE that no err is being reported on playback ?
Click the ECS message line dropdown to see if it scrolled off.
This would explain why it is not being acknowledged ad "played".
Did this problem just start occurring ?
If so, what changed ?
You may want to restore the original PHONE SERVICE Event from
EXAMPLE.CFG (under the assumption that something has been changed
which is causing the problem).
To play ALL phone messages, either add another macro or
change the one that does the playback (see MACRO VALUE Event).
