Those are the steps for IE 4, I stepped through them as I wrote. Maybe I
have a slightly different version 4. Specifically it is 4.72.3110.8

Got it! I poked around a little and found how to make the same permission
adjustments to java in IE4 as in IE5. All is working now.
For the java console look under View|InternetOptions|Advanced you enable the
java console. The console is then viewed via View|Java Console
