I had the same problem. I ultimately "solved" it with an external switch
that multiplexes the ringing line on to the single modem. Except for two
lines ringing at the same time (reasonably rare) this works OK, although I
don't have visability to which line ECS is seeing when a call comes in. I
suspose this could be a problem if the second line was a business line, or
some such. The following is a pointer to one such switch (I suspect there
are others out there):

Subject: [ECS] RE: 4.4.005 release notice
I'm on vacation for the next 2 weeks, and have begun the long overdue
overhaul of F.R.A.N.K., my home automation system. Going from a 486
running ECS Dos 3.3 to a Pentium II running ECS Win 4.4
I bought another Comstar modem for my second phone line, and when I tried
to add another Phone-Interface-C, it won't let me. Sez another item of
this type is already defined.
Is there a way around this limitation?
And is there a replacement to the State-Holder item type from Dos 3.3? Or
do I hafta use the Number type?
More questions to come...
