Anything you put across the phone line must be high impedance or the
central office will see it as a picked up telephone.  The phones pull
their power from the central office to operate.  When you pick up a
handset it puts a load across the line ( usually red and green ) and the
voltage drops down.  I don't know what regulator you can use for that
range but there are "telephone" chips on the market that may do what you
need.
