This is because HTML does not specify at all how big the button should be,
or what it should look like. The layout of HTML is entirely up to the
browser, and indeed some browsers may well decide to implement buttons in
completely different ways - for instance, Lynx would probably represent the
button with characters: either [123456789] or [] 123456789
