it is curios that the address is getting resolved, which seems to indicate
that wpdl is able to get through the proxy for the address. i tried the
address listed by wpdl in ie5.5 and it worked. i replaced the "text address"
in wpdl with the ip address and this came back:
C:\Program Files\ECS>wpdl "64.68.71.140"
host=64.68.71.140 html=/ port=80 fnam=wpdl.htm
Host name : 64.68.71.140
IP Address : 64.68.71.140
main:connect (err #10060:WSAETIMEDOUT)

winipcfg did not have a default gateway. iset it up per instrctions below
then winipcfg does show the default gateway. wpdl operation changed and
resulted in this:
C:\Program Files\ECS>wpdl "www.weather.com"
host=www.weather.com html=/ port=80 fnam=wpdl.htm
Host name : www.weather.com
IP Address : 64.68.71.140
main:connect (err #10060:WSAETIMEDOUT)

why are you not using the proxy information from the internet settings
option in the control panel? once again the ie5.5 application could execute
this url.

This info might help, but I still don't know how the old
WPDL.EXE is connecting:
SETTING A WINDOWS 95 AND WINDOWS 98 DEFAULT ROUTE

You can view the default route by running WINIPCFG.
To change the default route, select Start>Settings>Control-Panel and
double-click the Network item. Select the TCP/IP entry from the list
of installed network components and click Properties. The default
route is on the Gateway tab.
SETTING A LINUX DEFAULT ROUTE
-----------------------------
On LINUX systems, use the netstat -r command to view the routing
table including the default route. With root permissions, use the
following command to set the default route:
route add default GW {IP_address_of_next_host}
Replace IP_address_of_next_host with the IP address of the next host.
