Mark,
My proxy server spoon proxy shows in its properties that Http uses port 2222
so line looks like this
SET WPDL_PROXY=192.168.0.1:2222

wpdl uses port 80 but it needs to know where Http is at.
Mine works ok but has slowed down a bit on downloads with the configuration.
