Can someone help me understand the TTS interface?

I follow the directions in the manual (and I know the speakers work because
I play a wav file before loading ecs), but I get an error saying TTS is not
installed.  I have unzipped the files (OH! so many times) for speech but
still nothing happens.  This will be my first return project on the windows
ECS and then I'll move on to other things but if I can't get speech to work
then ...there is no sense in continuing.

What do I need to do?

Is there an item I need to set up?

Which item

If my plc-2c interface doesn't work (and it doesn't because of no
communication between dynaface and ECS ????) does that mean that my speech
interface will not work?

Help please.
