	I'm trying to trouble shoot my TVL listings.
My question is how does ECS trigger Windows to dial my
ISP?  So far I have been successful in getting it started
(although it failed while downloading which is what the update
will hopefully fix) by having ECS running, disconnecting the Phone
interface, connecting to my ISP and setting TVL enabled to true.
If I go the normal way nothing happens. (By just setting 
TVL-enabled to true)
