I had the same question.  When I entered West longitude and North latitude
as positive numbers, I got reasonable results.  Also, I found that I did not
need to adjust for daylight savings time.  While this does not agree with
the documentation, it works for me.  I am still waiting to see what happens
when daylight savings time ends.
