Have 1 button per light, and 4 buttons for ALL
(ON/OFF/DIM/BRIGHT):

If LIGHT1-BUTTON
Then PLC-COMMAND-A Set 1 (assuming LIGHT1 is A1)
...

If ON-BUTTON
Then PLC-COMMAND-A Set ON
...
