How do you remove all blank lines from a text file?

Also, is there anyway to write filenames based on what is in the text file?
For example:

Text line 1......
12/07/00
Text line 3......
--
Text line A......
12/12/00
Text line C......

Would make two files:

(1) 1207000.txt, consisting of:
Text line 1.....
Text line 3.....

and

(2) 121200.txt, consisting of:
Text line A.....
Text line C.....
