A clue regarding intranet connect problems

Regarding my inability to connect across my local network,
I think I found a critical clue:
This is the error:
         7:38:59:UI: init-2:url=http://192.168.1.3:89/ host=192.168.1.3 port=89
         7:38:59:UI: connect...
         com.ms.security.SecurityExceptionEx[UI.connect]: cannot connect to "A"
                 at com/ms/security/permissions/NetIOPermission.check

Note that it cannot connect to "A".
"A" is the name of my CLIENT (i.e. connecting) PC,
whereas "M" is the name of the server (i.e. ECS) PC.
I don't know what these names come into play at all,
but if anything, it SHOULD be connecting to "M".
