refresh confusion

Hi everyone,
This is driving me crazy:
If I have a file (say X.HTM) that includes only this tag:
         [META HTTP-EQUIV="REFRESH" CONTENT="2; URL=file:///c:/om/z.htm"]
it will fresh appropriately when I view X.HTM in I.E.
BUT if I view the same file via ECS (i.e.as http://127.0.0.1:89/x.htm),
then I.E. reports "file not found".
I have verified that ECS is not getting any request
(as I.E. should be requesting directly from "file:///...").
Any ideas ?
