FYI:
Addition of "localhost" also fails to do anything (at all):
         [META HTTP-EQUIV="REFRESH" CONTENT="2; 
URL=file://localhost/c:/om/z.htm"]
And I get the same results if I display X.HTM on my web-site's server.
So it has nothing to do with ECS.
