Personally I'd go with an architecture like this one:
http://projectplasma.com/tattler/
That way ECS can update the browser anytime it chooses, without polling or
timed refresh.
Javascript is used by this java applet to update the page on demand.

Addition of "localhost" also fails to do anything (at all):
[META HTTP-EQUIV="REFRESH" CONTENT="2;
URL=file://localhost/c:/om/z.htm"]
And I get the same results if I display X.HTM on my web-site's server.
So it has nothing to do with ECS.
