I think it probably has to do with the design of long-filename support
in Windows. For some reason, long filename support translated all-upper
names to all-lower when storing, and back when displaying file names.
When using mixed case, that doesn't happen. Basically,
long-filename-support doesn't support all-upper file names on disk (and
therefore also no all-lower filenames in displaying).
I know that's what happens, but I can't tell you exactly *why* it was
done this way. Might have to do with the transition from 8.3 to long
file names. I believe this is a FAT-specific problem.
