need help w linux issue

running ubuntu
i cannot execute pgms on an external/usb hard disk ("permission denied"),
though i am root, and the pgms and all related directories have 
read/execute access.
what else could cause a "permission denied" error ?
i can fix it by manually unmounting/remounting, but i don't want to 
have to do this every time i reboot.
