Subject: need help selecting a PLC module

Hi all,
I have a design in mind for a direct-wired/LED lighting system that uses standard rocker
switches.
It will be stand-alone, but will also be compatible with ECS.
I could do it with a PC, but this approach would require a $275 digital-input module
(*and* a PC).
So I am hoping to find a low-cost PLC module that is:
1) easily programmable (either via a custom language, "C", or Basic)
2) supports:
>= 16 digital-inputs
>= 1 RS232 output
3) made by a stable/reputable company
The problem is that I have very little experience in this area,
and there are *so* many PLCs out there that it's overwhelming !
So if you can recommend a PLC that you have *personally used*, please let me know.
Thanks,
