Clearing the JAVA cache (applies to **all** Windows PCs that access ECS)

Hi everyone,
Turns out that the latest JAVA/Win release does *not* reload applets when the browser
is restarted
(Java/Linux still does so).
And so these instructions have been added to the "Installing Updates" section of the
manual:
	Clear the Java applet cache:
	   1. Click "Start" and "Control Panel".
	   2. Double-click "Java". The Java Control Panel appears.
	   3. Under "Temporary Internet Files", click "Settings". The Temporary Files Settings
dialog appears.
	   4. Click "Delete Files". The Delete Temporary Files dialog appears.
	   5. Check both boxes and click OK.
Failure to do this will result in OLD applets being used.
