I am finding that RH9 seems to "hang on" to *closed* server
sockets for some 60 seconds after a pgm terminates normally.
I.E. if I accept a connection from a client, close() the socket, and exit,
then that ip/port will be "already in use" if I attempt to bind it to a socket
on a subsequent execution.
This state will remain for around 60 seconds, after which time it is "freed".
I have tried various combinations of close() and shutdown().
Any thoughts ?
