You can rely on the major and minor device numbers being 4 and 64,
respectively; these numbers are hardcoded in the kernel.

If you type

ls -l /dev/ttyS0

you will see these two numbers in the place of the file size.

However, I would suggest another approach: why not create an
configuration file that contains these translations. Hardcoding the
major and minor device numbers would essentially sacrifice the very
flexibility that Linux offers.

There may be reasons people want to use a different actual device in
place of /dev/ttyS0. One example I can think of would be a USB-based
RS-232 port, which will have a completely different major and minor
device number, and a completely different device name, too. One of my
computers actually came without any built-in RS-232 ports; if I used
that one with ECS, the USB would be the only option. Offhand, I don't
even know as which device the USB-based serial port would show up.
