I understand this, but I feel quite sure that, in this moment, your Win PC does not
have a 192.168.x address running... something may have happened?
Maybe the previous Linux machine was doing DHCP and this new one doesn't? Could you
check the IP cfg of the Win machine?

In the messy world of Bill, WinIPcfg usually works... and you have to trust it  :-)
