To do it in XP use the command line program shutdown.exe. Use "shutdown.exe
-s -r" to reboot - leave off the "-r" to not reboot. See windows help for
full documentation.

I am using shutdown.exe , available from 
http://www.budja.com/shutdown/

It works very well, but unfortunately it does not support Win98, only w2k
and XP.

For Win95/98/ME you can try reboot95.exe.
