Mark,
I'm presuming that you're talking about a .dsp file.  If so then:
(1) create a new workspace (via File menu, New Workspace).
(2) From the Project menu, select 'Insert Project into Workspace'.  This will open a
dialog box for you to locate your .dsp file.
