webcam questions

Hi gang,
Believe it or not, I just bought my *first* WebCam (vs a NetCam, which I 
have been using for a while now).
The model is a GE EasyCam, and the video is accessed/recorded via VidCap.exe.
Questions:
         1) Is there a way of accessing the video stream via JAVA (pref a 
JAVA applet) or any other HTML code,
         so that I might display the video in my web browser ?
         2) If not, is there a way of converting the frame images to a 
single JPEG (which *can* be displayed via JAVA) ?
